Twenty-three out of 166 USDOT RAISE grant-awarded projects included either local hire goals, government mandated project labor agreements, and/or registered apprenticeship programs, in line with the Administration’s policies.

On August 11, the U.S. Department of Transportation (DOT) announced awards for the RAISE grant program. This program is one of the largest discretionary grant programs that U.S. DOT oversees and it more than doubled in size as part of the Bipartisan Infrastructure Law that was signed into law nearly a year ago. The RAISE grants are for planning and capital investments that support roads, bridges, transit, rail, ports, or intermodal transportation. Some quick highlights:

• A total of 166 projects received awards worth about $2.2 billion
• Of those 166 projects some included labor mandates, specifically:
  • 11 projects that include a local hire provision
  • 4 projects that include a project labor agreement
  • 8 projects that have registered apprenticeship programs
• There is an even 50/50 split between urban and rural projects
• About 2/3 of the projects are located in areas of persistent poverty or historically disadvantaged communities

AGC previously reported that the Biden Administration would tie at least some of these grant selections to their priorities. AGC will work to identify which awarded projects include the various labor mandates.
